UK and Canada Deepen Security and Artificial Intelligence Ties at Liverpool Bilateral Summit

British Prime Minister Andy Burnham and Canadian Prime Minister Mark Carney have conducted their inaugural bilateral summit in Liverpool, dedicating their comprehensive discussions to expanding bilateral defence ties and addressing the evolving systemic dangers associated with artificial intelligence. The meeting marked the first high-level direct engagement between the two heads of government to establish common ground on critical technological governance and shared security priorities.

Following their formal policy negotiations, the diplomatic event concluded on a convivial note on Wednesday evening, with both prime ministers attending a domestic League Cup football clash between Everton and Wolverhampton Wanderers. The leaders watched the match together at Everton’s home stadium in Liverpool, blending formal diplomacy with cultural engagement.

According to an official communication issued by the British Prime Minister’s Office, the discussions produced a mutual consensus regarding the governance of emerging digital platforms. Burnham and Carney agreed that national governments must establish robust, cooperative partnerships with the private technology sector to safeguard online environments and directly counter the multifaceted risks generated by rapidly advancing AI technologies.

The bilateral summit took place shortly after Downing Street publicly voiced support for the expanding dialogue within the technology sector regarding algorithmic risks. Representatives for the British prime minister had welcomed the growing willingness of leading digital developers to openly debate the negative implications alongside the commercial opportunities presented by cutting-edge artificial intelligence systems.

A spokesperson for the British Prime Minister’s Office underscored this position by stating that it represents a positive development when creators of frontier artificial intelligence openly deliberate both the hazards and potential advantages of their tools. The spokesperson emphasized that upcoming state policies must remain anchored in rigorous factual evidence rather than speculative fears, while warning that existing statutory frameworks risk becoming obsolete as machine capabilities continue to evolve.

Despite the elevated level of official discourse regarding technological hazards, neither the United Kingdom nor Canada currently maintains dedicated, overarching legislation designed exclusively to govern artificial intelligence systems. This leaves both administrations relying on piecemeal administrative structures and sector-specific rules to navigate the rapid evolution of autonomous software.

The British approach has centered around a pro-innovation, sector-specific strategy that has been in place since the publication of a dedicated government policy paper in March 2023. Rather than introducing comprehensive, centralized legislative restrictions, London has opted to empower individual sectoral regulators to monitor and enforce standards within their respective operational remits.

Canada’s regulatory environment has faced its own distinct challenges, marked by stalled legislative momentum in Ottawa. The country’s flagship regulatory proposal, the Artificial Intelligence and Data Act, lapsed after the Canadian parliament underwent prorogation in January 2025. That procedural suspension effectively wiped the legislative slate clean and nullified all pending bills, and the measure has not since been reintroduced.

In the absence of specialized statutory instruments, the Canadian government has been forced to depend on pre-existing statutory frameworks. Ottawa currently relies on traditional data privacy legislation combined with a voluntary code of practice intended to encourage responsible self-governance among commercial technology firms operating within the country.

Beyond the digital domain, defence collaboration formed an equally prominent component of the bilateral agenda. Burnham and Carney dedicated significant attention to aligning their respective proposals for an allied military financing bank, working to reconcile competing British and Canadian blueprints intended to support collective multilateral security funding mechanisms.

The discussions on joint financing unfolded as Canada actively seeks a deeper role in UK-led security frameworks. Ottawa has formally submitted an application to join the United Kingdom-led Joint Expeditionary Force, reflecting an ongoing effort to strengthen operational cooperation and interoperability with key European and North Atlantic defence partners.

Canada has further reinforced its strategic defence commitments by officially joining the Global Combat Air Programme as an observer. This participation links Canadian defence authorities more closely with advanced British aerospace initiatives aimed at developing next-generation combat aviation technologies alongside key multinational partners.

These defence and technology initiatives come at a critical time for Canadian foreign policy, as Ottawa actively pursues deeper diplomatic and economic integration across Europe. The push to solidify transatlantic alliances comes as Canada grapples with heightened trade tensions and ongoing economic friction with the United States.

Underscoring this growing transatlantic alignment, European Commission President Ursula von der Leyen has put forward a proposal for Canada to become the European Union’s very first associate member. This prospective designation signals a broader push across Europe to welcome closer cooperation with Ottawa as Carney navigates shifting geopolitical dynamics and seeks enduring international partnerships.
